Rachel Morineau

Center for Equitable and Diverse Research (CEDR) Assistant Director

Rachel Morineau has over 30 years of experience in the nonprofit sector, supporting a diverse array of community members from various cultural and socioeconomic backgrounds throughout Southern California. As a prominent Community Engagement Director, she has played a crucial role in developing initiatives that create new opportunities and educational pathways for students and families in the most underserved areas of San Diego through community-engaged research. By leading multiple teams, she has strengthened countywide efforts to provide resources that emphasize the importance of volunteerism, community engagement, and understanding city systems to inform policies that drive positive change. Morineau has extensive experience collaborating with dignitaries, community leaders, key stakeholders, and other influential figures to advocate for effective strategies addressing health disparities, disasters, food inequities, and education in underserved communities. Recently, Morineau joined the SDSU Institute for Public Health - Center for Equitable and Diverse Research (CEDR) as the Assistant Director of Community Engagement, where she will focus on eliminating historic barriers to participation and underrepresentation of community members in clinical research. She will work closely with a dedicated team of Community Health Workers/Promotores to identify and address challenges, enhance participation, promote diversity, and advance health equity for everyone. Morineau serves on the San Diego County Social Services Advisory Board, providing guidance on programs, policies, and processes to better support individuals. She is also a long-standing member of the San Diego County Promotora Coalition, which advocates for the vital roles that CHWs/Promotores play in enhancing community health and well-being. Most recently, she has been appointed to serve on the Chula Vista City Council, where she continues to embody a unique blend of familial devotion and steadfast commitment to public service.

San Diego County Promotora Coalition - Members Since 2015 - Founding member and long-standing advocate for the essential roles that Community Health Workers/Promotores (CHW/Ps) play in improving community health and well-being.
Chula Vista City Council- Appointed July 2024 - Interim City Councilmember Acting as a bridge between the public and municipal government to facilitate the enactment of local laws and ordinances, voicing community concerns, and advocating for residents’ needs.
